Quick Summary

This article focuses on Hangzhou's new support policy for high-quality cross-border e-commerce (CBEC) development for 2023 to 2026. The policy offers multi-stage financial subsidies to all qualified,诚信-operating market entities, and both individuals and enterprises looking to enter or expand CBEC operations can apply for corresponding benefits.

1. The subsidies cover the full CBEC value chain, with clear eligibility thresholds covering entity registration, brand building, warehousing and logistics, talent incubation and financing. All qualifying applicants are eligible to apply.

2. To address cost concerns shared by individual and small-and-medium entrepreneurs, multiple programs offer subsidies ranging from hundreds of thousands to over one million RMB. For example, independent store exporters can receive a one-off grant of up to 2 million RMB, and brand global promotion activities qualify for proportional cost subsidies.

3. The supporting ecosystem is comprehensive: the government encourages financial institutions to provide low-interest innovative credit products and supports talent incubation initiatives, reducing entry costs and risks for new entrepreneurs.

Hangzhou's new CBEC policy provides clear, end-to-end financial support for brands going global, delivering multiple benefits for Hangzhou-based CBEC brands looking to expand overseas, and aligns with the current consumer trend of Chinese brands going global.

1. Subsidies are available for intellectual property development: registering trademarks in export destination markets, obtaining international certifications and filing patents are all eligible for subsidies covering up to 70% of relevant costs, with a maximum cap of 200,000 RMB per project per enterprise, significantly cutting compliance costs for brand building.

2. Generous support is provided for global brand promotion. Brands qualify for up to 25% subsidy on promotion costs regardless of whether they promote via social media, cross-border live streaming, third-party platforms or cross-border trade shows. Trade show booth fees qualify for up to 70% subsidy, with an annual cap of 1 million RMB in total promotion subsidies per enterprise.

3. Additional supporting subsidies for warehousing, logistics, talent and financing help brands reduce overall going-global costs. Meanwhile, the policy encourages traditional foreign trade manufacturers to transform into cross-border brands, creating new growth space for existing market players.

Hangzhou's new CBEC policy clearly releases policy dividends for local CBEC sellers, outlines new development opportunities and sets a clear growth direction.

1. Sellers across all export models are eligible for support: exporters using the 9610, 9710 and 9810 customs supervision models can receive up to 2 million RMB in annual subsidies, while independent store exporters can claim a one-off grant of up to 2 million RMB, directly cutting operating costs.

2. Comprehensive upstream and downstream support is available: sellers that layout overseas warehousing and are selected as municipal-level public overseas warehouse pilots can receive a one-off grant of up to 750,000 RMB, while qualified consolidation warehouses can receive up to 2 million RMB in annual subsidies. The policy also encourages financial institutions to offer innovative credit products to sellers, helping them increase credit lines and reduce financing costs.

3. A key note for sellers: the policy is valid for three years, and all credit-compliant sellers can apply. Hangzhou encourages all types of entities to enter CBEC, so even traditionally transitioning sellers can access benefits. Sellers are encouraged to layout policy-aligned business lines early to claim subsidies.

This new policy provides clear policy support for Hangzhou-based traditional manufacturing factories looking to transform into CBEC exporters, unlocks new business opportunities and offers guidance for transformation direction.

1. The policy explicitly guides traditional manufacturers to pursue digital transformation and online operation to scale CBEC business. All qualified,诚信-operating factories are eligible to apply for a full range of support to lower transformation costs.

2. Factories running CBEC export business can access multiple layers of support: regardless of whether they use standard customs supervision models or layout independent store exports, they can receive up to 2 million RMB in annual funding support. Factories that build their own warehousing and logistics networks are also eligible for additional warehousing subsidies to further cut logistics costs.

3. For transformation guidance: the policy encourages factories to develop their own intellectual property and build proprietary global brands, with dedicated funding subsidies for brand building and promotion. It supports factories to transition from OEM/ODM manufacturing to proprietary brand exports to gain control over overseas markets, with additional supporting policies for talent, financing and industrial parks to lower the barriers and risks of transformation.

Hangzhou's new CBEC policy clarifies development trends for the CBEC service industry, provides funding support for qualified service providers and outlines clear business direction.

1. The industry's growth outlook is positive: Hangzhou is pushing hard for high-quality CBEC development and cultivating a large number of CBEC operating entities, so market demand for professional CBEC services will continue to grow, putting the entire industry in a period of structural growth dividends.

2. Qualified service providers can directly access funding support: service providers that serve more than 50 CBEC enterprises, generate at least 10 million RMB in service revenue, and achieve year-on-year service revenue growth of no less than 15% can receive a one-off grant of up to 1 million RMB, directly cutting operating costs.

3. Clear business direction is provided: CBEC enterprises currently face widespread pain points in brand building, warehousing and logistics, talent development and financing. Service providers can build their service offerings around these pain points, which aligns with policy guidance and meets client demand. The policy encourages improvement of the CBEC service ecosystem, creating more business expansion opportunities for service providers.

Hangzhou's new CBEC policy provides clear support for CBEC transaction platforms, clarifies the direction for platform layout and growth in Hangzhou, and is positive for platform business growth and ecosystem development.

1. Platforms themselves can directly access policy support: Hangzhou offers annual funding support of up to 1 million RMB for CBEC transaction platforms, directly reducing platform operating costs.

2. The policy creates new seller acquisition opportunities: it encourages CBEC enterprises to use cross-border platforms for overseas promotion and provides subsidies for enterprises' promotion costs, effectively lowering the cost of seller onboarding and promotion on platforms. This will attract more sellers to join and help platforms expand their merchant base.

3. Clear direction is set for compliance and ecosystem layout: the policy requires all operating entities to operate in good faith and compliance, so platforms need to improve their internal compliance management systems to mitigate compliance risks. Meanwhile, the policy encourages platforms to participate in ecosystem building including industrial park development and talent cultivation, and qualifying projects can access corresponding funding support. Platforms can expand their business ecosystems in line with policy guidance. With a three-year validity period, the policy supports long-term layout for platforms.

The implementation opinions on high-quality CBEC development released by Hangzhou is the latest policy document from China's CBEC comprehensive pilot zones, reflecting new trends in the development of China's domestic CBEC industry and carries high reference value for relevant research.

1. In terms of industry trends: as China's first CBEC comprehensive pilot zone, Hangzhou's new policy covers the full value chain of entity cultivation, brand development, warehousing and logistics, talent development and ecosystem building, forming a complete support system. This reflects that China's CBEC industry has shifted from pursuing scale expansion to a new stage of high-quality development and brand global expansion, with a clear direction for industrial upgrading.

2. In terms of policy design: the new policy sets differentiated support standards for different export supervision models and different types of operating entities, and clarifies fiscal cost-sharing ratios across regions. It provides an up-to-date research sample for studying local government policy design and industrial promotion pathways for CBEC.

3. The policy makes clear that regulators currently prioritize encouraging new business models including independent store exports, brand global expansion, overseas warehouse layout and digital transformation. This provides the latest policy context and research material for studies on CBEC business model innovation and industrial upgrading patterns.
